Yes, it sounds logical and easily comprehended, there are many people who in fact support this theory that is floating atound in social networks. In fact by now, you are probably realizing “how could I have missed that,” Shaggy is the son of Captain America.
The infalible theory was mystically birthed in Reddit on the r / FanTheories section where many people post theories for just about anything. So how did they come with that invulnerable outcome?

“Norville “Shaggy” Rogers, can keep up and match the pace of Scooby Doo, a Great Dane. Seeing as Great Danes can run up to 30 mph, that means that Shaggy probably can too. In Captain America: The Winter Soldier, Steve Rogers, who shares Shaggy’s last name, casually runs in the morning with Sam Wilson (Falcon). Sam says that Steven ran “13 miles in thirty minutes”. This equates to 26 mph, casually. Steve is capable of running faster than this, as shown in Civil War, when he runs considerably faster than cars in a highway tunnel. Comparing these two speeds, Shaggy has the pace of a casual Captain America. Using this information, along with the fact that they share a last name and have very similar hair colors, Shaggy is likely the son of Captain America.”

This can be confirmed by the embodiment of Shaggy’s dad, who we know as Mr. Rogers, a retired police officer. The other incarnation about Shaggy’s father was from “Scooby-Doo! Mystery Incorporated” and his name was Colton Rogers, who is nothing like Mr. Rogers, but could simply be explained as an alternate universe. Colton Rogers sends Shaggy to a military school to reform him.
